The Regions and Changing Trends in Public Policy Chair
Since the mid-1990s, a team of scientists at Sciences Po Rennes has conducted research on the regional aspects of public policy and interaction between different levels of governance in implementing such policy.
As part of its research policy, in 2015 Sciences Po Rennes developed a Regions and Changing Trends in Public Policy (TMAP) Chair, focused on analyzing contemporary issues and challenges in regional governance in a changing society. The Chair is an enriching forum for training, research and interaction between academia and stakeholders in regional governance.
Brittany and western France in general are a perfect starting point from which to develop structured scientific observation and assessment of changing trends in public policy, and to help accommodate the political and administrative restructuring that this entails.
The Chair focuses on three major areas of study:
- Regional differentiation and institutional experimentation
- Transition support and regional resilience
- Governance in human and regional solidarity
Partners of the TMAP Chair include public institutions, businesses and associations. These important stakeholders in the region contribute intellectual and financial support needed by the TMAP Chair for a range of research and scientific initiatives..
The TMAP Chair team
The Chair is headed by Romain Pasquier, Director of Research at CNRS at the Arènes UMR 6051 Laboratory and Director of Research at Sciences Po Rennes. He ensures the coordination of the scientific and academic activities of the Chair. He is a scientific advisor at the Institut de la governance territoriale et de la décentralisation and was an elected member of the International Political Science Association (IPSA-AISP) Executive Committee from 2014 to 2018.
He is the author of several works, including Organisation territoriale et démocratie locale en Europe (in French) published in 2022 by La Documentation française, the Dictionnaire des politiques territoriales, (in French) published in 2020 by the Presses de Sciences Po (expanded second edition with S. Guigner and A. Cole), the Dictionnaire encyclopédique de la décentralisation (in French) published in 2017 by Berger-Levrault (with N. Kada, C. Courtecuisse and V. Aubelle), and Regional governance and power in France: the dynamics of political space, published in 2015 by Palgrave Macmillan.

Summer school
Every summer, the Chair hosts an international summer school event on the subject of local democracy, decentralization and multilevel governance. It is attended by some fifty researchers, practitioners, elected officials and students, who come to learn about emerging issues and challenges in territorial governance in a context of multi-faceted change.
The summer school is a unique opportunity to bring together researchers, policymakers and administrators in multi-level public governance in an environment conducive to the exchange and development of ideas.
The event is co-hosted with a partner organization and held in that region to allow attendees to meet stakeholders and explore the issues and ideas driving current debates in the social sciences.
The last summer school to date, on ‘Distance and Proximity in Public Policy’, was organized in partnership with the Côtes d’Armor Departmental Council and held in Saint-Brieuc from September 21–23, 2022.
