
The Master’s level Public sector governance and administration program (GASP) is an add-on to preparation for A+ civil service exams already completed at the INSP exam preparation center. Through the apprenticeship component, students acquire the expertise essential to obtaining excellent results in the oral component of entrance and competitive examinations, review panel interviews and role-playing activities. The program is also designed to help public policy management students enter the workforce equipped to take on contractual or executive-level project roles and meet the needs of national and regional civil services.
This Master’s-level degree is completed on an apprenticeship basis over a ten-month period, with one week of classes every month at Sciences Po Rennes.
- The program is open to applicants who have completed a Master’s degree or political science degree.
- Applicants without a Master’s degree can apply for recognition of previous professional experience.
UE1 – Design, finance and evaluation of public policies
Designing public policy, funding conditions, implementing oversight, controlling public finances, legal frameworks
UE2 – Modernization, transformation and decarbonization of public policy
Innovative public policy, leading change and transitions, the digital transformation of administrative processes, project management
UE3 – Auditing and evaluating public policy
Evaluating public policy, mobilizing essential data for evaluation, internal review processes, audits and appraisals, analyzing audit and evaluation stakeholder relations
UE4 – Application of theoretical and technical knowledge
Constitutional and administrative decision-making processes, international and European regulations, financial and fiscal frameworks of public policy, advising public decision-makers, effective communication, public operator roles
UE5 – Implementation of public governance and administration techniques
Transformation projects, team-based project development, effective communication and inclusion of service users, negotiation skills, crisis management skills, human resource management, arbitration and decision-making
Evaluation methods:
- One week of every semester is dedicated to mock written exam sessions (‘galops’) based on INSP entrance exams (30 ECTS credits).
- Preparation and public presentation of an expertise report before a review panel representative of the different program module (15 ECTS credits).
- Preparation and presentation of an apprenticeship report to a review panel (15 ECTS credits)
- Preparation for high-level executive roles in the public sector,
- Preparation for public service competitive exams and entrance exams for public sector grandes écoles, including the National Institute of Public Service public (INSP), the National Institute of Territorial Studies (INET), École des Hautes Études en Santé Publiques (EHESP), École nationale supérieure de la sécurité sociale (EN3S) and the École nationale supérieure de la Police.
